Claiming Free Early Education for 3-years-old

Hi,

I have been claiming 15 hours a week free early education for my child who turned 3 some months back.

Now I read the eligibility for 30 years starting in september, and the clause is :
A parent will not meet the criteria when:
• Either parent is a non-EEA national and subject to immigration control (and has no recourse
to public funds)

Now I'm on a Tier2 visa with no access to public funds. This means I am not eligible for 30 hours childcare.

However, this brings me to wonder if the 15 hours is considered a public fund? Am I eligible or amI breaching some rules by claiming the 15 hours?
