I came to UK in 2007 on HSMP visa (later on converted to Tier1 General). I got ILR in 2012 and the citizenship in 2013. My wife got ILR with me in 2012 but could not apply for naturalisation because she did not meet the residence requirement.
Now she has been living in the UK for last three years and as being (my) spouse of British Citizen, she is going to apply for naturalisation.
I have two questions:
1. According to the above details, does she qualify now to apply for naturalisation? Yes, assuming she meets all the standard requirements.
2. She passed Adult Literacy Level 1 in 2010. The test was conducted by City & Guild and Ofqual. Would this certificate be enough to fulfill the language requirement? No. She will need B1 Level English from the UKVI approved list of test providers + the Life in the UK test. See the link below:

The test is being conducted by British Council Birmingham and they are charging a test fee of £150.
