apply for a Tier 4 visa in UK after asylum claim refusal

Hello everyone,
I came to UK with a Tier 4 visa finished my study and claimed for asylum! I got refused from the court and I have an offer from the University for a PhD at the same time.
my question is: can I apply for a visa while I am here in UK? and is it likely to be issued? considering my asylum background?
