TIER 1 EARNINGS CLARIFICATION.

Have I read it correctly? Does it have to be 12 months from the last 15 prior to the application date? I have been working part-time in UK for 12 months on low pay, but my previous work abroad would give me more points.

Yes 12 months from last 15 months.You can claim first 12 months out of 15 months if it meets your requrement.
