I assume your question really is can your husband fly into Dublin from Turkey on his own (getting out is easy, getting back in is the tricky bit). The answer is, yes he can. His UK-issued EEA2 card (more formally known as a Residence Card of a Family Member of a Union Citizen) exempts your husband from the Irish visa requirement otherwise applicable to Turkish nationals. He does not have to be travelling with you as long as he has his EEA2 at the port of entry.

(It may however be advisable for your husband to carry additional proof of exercising Treaty rights, such as your marriage certificate and evidence of your residence in the North.)

See Immigration Act 2004 (Visas) Order 2011, Article 3(c), available at http://www.irishstatutebook.ie/eli/2011 ... e/en/print.
