Travel to UK on EU family member card

Hi All
I need some clarification regarding one matter. My wife ( on EU family member paper based card issued from Germany) wants to travel to UK for a short vist with my daughter (British citizen). Does she require a visa to enter the UK as I (British citizen) am not travelling with her and living in Germany?

She cannot travel alone. She can travel with you. If she want to travel alone she needs visa.
