What is a letter from the Department for International Trade

My company are wanting to sponsor me for a Tier 2 (General) visa. The job I will be doing is on the Occupation Shortage list, and there is a part for the sponsorship license application that says the company:

(ii) at the time of obtaining such permission, employs between 20 and 250 employees (inclusive), or employs fewer than 20 employees and has provided a letter from the Department for International Trade, confirming that the Department has been working with the company and supports the application in relation to its trade or investment activity.

My company has about 8 full time employees but at least 15 freelance employees - I'm wondering if freelance employees count towards this? And if not, what is the letter from the Department for International Trade? How do I obtain that or is it something that needs to already be in place?

Any help would be great.

I've just noticed that this is for 'Digital Technology' jobs on the shortage list - I can't see which jobs these are on the list though? From what I can see it doesn't seem to specify.

Can anyone tell me what these jobs are? The job I'm going for on the Occupation Shortage list is under the code 3416 3416 Arts officers, producers and directors. Does this fall under that category?

And if not, is there any other extra supporting documents I need to provide for the sponsorship license application, or just the 4 supporting documents like usual?
