Unrestricted COS - tier 2 general - urgent application

Hi all, My employer has applied for RCOS before august 5 and I was expecting cos in september allocation and nothing has come yet. My joining date is sep 29. Is it possible for me to apply rcos in urgent application category ? If yes , do my employer has to apply again with the payment ? or sending an email to tier 2 limits will do ?

where delays caused by us resulted in a newly licensed sponsor needing a
CoS for a migrant who is due to start work before the 11th of the next month

Can my employer send an email to tier 2 limits based on above point?
