ICT Tier 2 to General Tier 2 visa or other visa

Hi Team,

Need clarification on my next move to apply visa.
currently I'm on ICT Tier-2 company sponsored visa my maximum stay of 5 yr coming to end by mid of next year 2018, so my query is I'm allowed to apply for Tier -2 general visa being in UK ?
I came UK in the year of June 2013.

No, you cannot switch to Tier 2 general without the 12 months cooling off period, except in very limited circumstances.

Thanks for your response, whats limited circumstances you referring to which is allowed to apply Tier 2 being in UK please ?
