Visa refusal of UK Applying for Australia

Dear members

I lived in England for 13 years, I applied for many student visas extensions.
at one of my extension, HomeOffice refused my visa and my appeal was also rejected.
and applied again a fresh application and got the visa.

my question is I'm applying for an Australian visa and one of the questions is "Have you ever been refused a visa to any country" what should I say yes or no because I got the visa after that.

And 2nd question, if I say yes, would that effect on my visa application negatively?

You should state all the countries you have been refused visa otherwise they will find out.
