Tier 1 National identity document?

Does anyone know what a "National identity document" for indian citizens mean for pupose of tier 1?

BIA webiste just says "national identity document". Will full indian driving licence serve the purpose?

It doesn't apply to all nationalities, it just means a national ID card. You need a visa in the passport anyway so just send that.
