Really sory for Capital letters, i do understand that its my responsibility to provide documents (which i did), but will HO punish me for neglegence of my solicitor?

I already have launched complaint against him in Legal Ombudsman.
Unfortunately, how can HO know that your solicitor has been negligent ?

The question I have is the same the others have asked - why did you not make a fresh application when you finally found that your AR had been refused ?

You could have claimed exceptional circumstances for the delay in submitting the fresh application (negligence of your solicitor informing you of the rejection) and if that was rejected, you would go for JR.

But I find it tough to find a successful JR case against refusal due to lack of documents.
My comments are in no way meant to be advisory. I have no professional knowledge of immigration. These are based on my own experience, convictions and personal interpretation of publicly available information.

You are responsible to choose and elect people who you trust to represent you, not just anyone. Therefore their negligence in dealings with you will only affect you. Also Ignorance of the law is not a defence, it seems you chose a solicitor to represent your application while you chose to remain ignorant of the rules. For example you launched a JR against HO without any credible reason in spite of the fact that you could have easily applied for a fresh application. This shows you do not understand basics of immigration rules and put all your trust in your inept advisors.
You best bet is to get a little compensation from your ex-solicitor if their negligence is proven. This will be treated as a civil matter and will not lead to a visa.

One last question....

Police can detain me now or not?
I mean in routine check "they can detain me as an overstayer or not???"

Why would they stop you for no reason.
Police got nothing to do with immigration.
Your case ain't strong. So I would suggest that you start looking for other options.

Update on my case,,,

Where the uper tribunal has refused permission and has not recorded that the application is considered to be totally without merit, a request may be made for the decision to be reconsidered at an oral hearing...

Any idea where my case is going???
