It is debatable, you could say it comes down to the person making the application and their understanding and interpretation of the immigration rules, then again it is always best to go with one that is OISC registered. Again if your application is straightforward and considering the circumstances are the same that prevailed at the time of initial grant of DLR, and the fact that you pass the criminality threshold checks it isn't at all difficult and I would imagine you don't require a solicitor for it.
Again every application is different and presents their own set of circumstances that UKVI must deal accordingly and fairly, unfortunately that can take time in these matters.
Best of luck to you guys and remember these forums and the mods as well as the active community are truly incredible in their wealth of knowledge and help.
Without it I don't think I could progress this far in my understanding of the immigration laws and rules.

She will need to have completed 6 years (minus 28 days) before she can apply. She would most likely not be able to apply with you.

I think up to 42 days In advance, but remember your booking must be or within 28 days of you completing your qualifying period.
