UK ancestry visa healthcare surcharge

My question is, where can I pay the healthcare surcharge? Do I pay it when I am at the visa application centre which is at the end of the month when I am getting my biometrics done Andy showing my supporting documents? I have tried online but it is not working correctly I believe. An IHS number was generated but doesn't give me the chance to pay for it. Need help!!
