Hi

My wife has got a Tier 2 general job, whereas I am in tier 2 ict currently in UK ending first week of Feb'18.
She has to apply from her home country in end of January '18.
My question is - can i apply for tier 2 dependent from UK at the same time or before she has applied ,given i have all documents required? She will not be having any BRP card at that point, is that a problem?

No you cannot. You can only apply once she is back in the UK with her Tier 2 General visa.

Thanks. But if i go back to India, then i can apply for dependent with her in the same application?

My wife is applying for Tier 2 general and she has got a NARIC English Language Assessment of CEFR level C1.
My understanding is she requires a minimum B1.
Please let me know if this is good for applying visa?

Yes C1 is advanced level and b1 is intermediately level.

It is not an 'interview'. VFS is a third party agent where you merely submit your application.
