Asking for a friend..

Hello, my friend has been living in the ireland since feb 2016. He has a pending Residence card application as a permitted family member in INIS.
Can he apply for a student visa whilst waiting for a decision?
Hope to hear from some of the senior members.

He has done bachelors in computer from pakistan in 2014.
