leave to enter has been curtailed due to error from Home Office

I received an email from Notifications and Curtailments Team (Manchester),UK Visas and Immigrationon on 15 of Dec. 2017 , that my leave to enter has been curtailed for me and my family, and the reason for that decision is as follows:

"The Home Office was informed by your sponsor (licence number ending XXXX69N1 as
shown on your Biometric Residence Permit) on 1 December 2016 that you failed to commence studying with them".
First of all, my sponsor do not have this number, this is a wrong number and it is not stated in my BRP. The sponsor number in my BRP is xxxxN8XR7 f.
2- I registered in University of Sheffield as a PhD student since 28/11/2016, and I am still studying there.
3- This email contains that I don't have the right to appeal, it is a very strong condition even if the decision was based on wrong details.

If it was a mistake, then you and your university should demand a strong apology, plus compensation for any distress suffered.

Your Tier 4 sponsor needs to act within 14 days of the email (by 29 December 2017) to request correction of a wrong curtailment. See page 81-82 of the Curtailment guidance:

From your message it appears you have may have not taken any action on this email received nearly a week ago already. Given that most universities will be closing tomorrow until the New Year, I advise you speak to someone at Sheffield very urgently.

The university already contacted them on the same day, but we didn't recieve any reply till yet, and the advisor try to give the option that HO may refuse to change the descision.

he told me that
Whilst I await a response to them, if you have a copy of the PDF for the application form that you submitted to UKVI when you applied for your visa in 2016, it would be useful if you can send a scan of that to me in the meantime, in case I need to make any further representations to them. If you application form shows that you entered your University of Sheffield CAS number on there, it would then hopefully be clear to show that UKVI marked the CAS The University of Sheffield issued as obsolete by mistake.
