What visa exactly have you applied for? If you are outside the UK, you have to apply at VFS, you can't submit an application in the UK.

You cannot apply for a spouse visa within the UK if you are outside the UK.
You have to apply in Pakistan.
What exactly did the 'lawyer' do or submit??

Did you apply and submit anything in Pakistan??
Did the lawyer apply at the Premium Service Centre? It is not clear what you mean by Sheffield office, there are more than one Home Office Sheffield addresses.

The process and procedure you telling its usually apply when extending the visa but initial spouse visa application is always submitted online instead by hand. First sponsor/applicant need to apply online and after paying visa fee and health surcharge then applicant can print form and receipt of health surcharge payment which need to take for biometrics enrolment. Your husband deeply check about the lawyer whether he is a lawyer and make sure online whether he is registered with relevant authority.
The opinion expressed as above is neither a professional advice nor contesting/competing to other member's opinion/advice.

You have to apply for the visa online initally, from there you will be directed to pay the fee and book your Biometrics appointment.
My husband was offered to have his application ‘upgraded’ to priority at the time of biometrics.
Once he had completed his biometrics i submitted all the relevant supporting documents to the address we recieved in the confirmation email.
I would ask your husband to check on what exactly the ‘lawyer’ has applied for and what date and where.
