One for Citizenship form referee sheet. And two for Passport application which they will sign to confirm.

Yes JCAP staff confirm and sign photos. Then no passport interview is required, they confirm your identity.

Is it just 4 photos altogether then? 2 on the citizenship referee forms and 2 for passport? I read somewhere people had submitted more?

We only needed 3 when we did JPAC two weeks ago. One photo for each referee and one for passport. Official at NDCS wrote our names at back of passport photo.

Three photos in total.
One for the AN form which you glued in the box on the referee page (this is clearly stated on the referee page and guide); 2 photos for the passport application.

From the website where we did NDRS two weeks ago:
Photographs
You need to bring 3 photographs.
The photographs submitted with both applications must be identical (i.e. from the same sitting) and comply with the photo standards as described in the accompanying guidance.
The applicant's name should be written on the back of one photograph, which is your passport photo.

Where did you get the 2 for the referee form?
Each application has two referees. So two photos.

When I applied in January 2018 I submitted 3 photos.
But checking the link below:

You must write your name and date of birth on the back of the photograph and this
must then be glued into the space provided on the application form. The photograph
must show the whole of the front of your face in reasonable light. It must not show
your face wholly or partly concealed by your hair (beards, sideburns and moustaches
are allowed) or by a scarf or traditional dress. It must not show you wearing dark
glasses or a hat, hood, cap or scarf.
Your application must be endorsed by 2 referees

Even I have submitted all the necessary photos and documents through NDRS but today I have received letter from HM passport office requesting for 4 photographs. Did you send the photos to them, how long did it take for you to receive the decision letter after posting the photographs?.

I am assuming that since you are applying for naturalization you people have passed the English language test. Cant any of you read the CLEAR instructions??
For naturalization its one yes 1 photograph with the name and date of birth on the back stuck to the form. Yes stuck to the form after writing name and dob.
For passport two yes again 2 photographs one certified by a British or Irish professional. The photos are not to be attached to the form.
Why some people have got letters saying 4 are required is unknown. Unless you get the same letter at the time of JCP stick to 3,

But it cannot be 3 passport photographs, if you submit two passport for both referee forms, that means 4 passports??
