Is Tier 2 also no public fund?

I am having Tier 4 student visa. I was thinking, if I get Tier 2 working visa for 3 years, then another 2 year, i can apply settlement.

So Tier 2 visa also no public fund?
Only until settlement have pubic fund, which mean during 5 years Tier 2 visa no public fund. Am I correct?

Correct, no public funds at all till ILR is granted.
