Joint EEA PR application - non-EEA partner only got a 5 years residence card

I submitted a joint PR application, in the spring. After a bit less than 6 months, I was accepted to have had PR since 2013, but my non-EEA partner only received a card that is valid for 5 years.

We do not understand his status, as the first letter that he received from the home office acknowledged his PR application, and without any kind of information or reasoning in the next letter with the card, he got one that expires after 5 years.

I tried to call the EEA helpline many times, but they do not give information on the phone but only refer to postal communication.
I tried through the online error submission system, and we also sent a postal letter, but never received a response or heard back from the Home Office.

To this date, we do not know what his status is.
Has anybody had a similar case?
Can anybody guide me as to how to make sense of this?

Hello,

I am in the same situation.

I never got any letter but was issued a 5 year EEA Family Permit.

My partner however got a registration card with PR written on it.

Did you manage to understand the reason for this?

We made a joint PR application too. My partner got her PR and I got another 5 year residency. I have tried everything to understand the reason of that but no luck.. so this month I have decided apply again.

In all three cases above, the word "partner" has been used, as opposed to spouse. Does that mean that the "partner" is an unmarried/durable partner? If so, it is worth remembering that there is a difference in EU law between unmarried partners and spouses.

What is the date of the issue of their initial EFM Residence Card? Unmarried partners only acquire PR five continuous years after their initial EFM Residence Card was issued.
