Child benefits when one person on PBS dependent visa

My husband on ILR
Me, PBS dependent
My daughter (3 yrs) PBS dependent (born outside UK).

1. Can my husband apply for child benefit (£20 per week)?
2. Are we allowed to apply for 30 hours free child care (Started September 2017)?

Have been through many forums and gov.uk sites, but not found any clear/useful info
