ICT to ILR with previous travel history since 2005, held ICT Migrant Visa during 6th April 2010

Please advise if I am eligible for ILR with the following UK Visa history and validity:
1. 1st Work Permit, valid from 10-May-05 to 10-May-06.
2. 2nd Work Permit, valid from 5-Oct-06 to 5-Oct-07.
3. 3rd Work Permit, valid from 18-Aug-08 to 18-Aug-09.
4. Tier 2 (ICT) Migrant, valid from 6-Oct-09 to 11-Nov-10.
4. ICT Long Term Staff, valid from 20-Jun-13 to 3-Jul-18 (extended +2 years in 2016)

Please advise if I am eligible for Tier 2 General Visa without the 1 year cool off period with the following UK Visa history and validity:
1. 1st Work Permit, valid from 10-May-05 to 10-May-06.
2. 2nd Work Permit, valid from 5-Oct-06 to 5-Oct-07.
3. 3rd Work Permit, valid from 18-Aug-08 to 18-Aug-09.
4. Tier 2 (ICT) Migrant, valid from 6-Oct-09 to 11-Nov-10.
4. ICT Long Term Staff, valid from 20-Jun-13 to 3-Jul-18 (extended +2 years in 2016)

Note the following from the Tier 2 Policy Guidance - page 7:
1. Please note that no Tier 2 (Intra-company Transfer) migrant granted entry clearance under the rules in place on or after 6 April
2011 can switch into Tier 2

The 12 month cooling off period will apply when submitting an application from your home country.
(Casa, not CR001)

You have a break of almost 3 years (Nov 2010 to Jun 2013), why do you believe you qualify for ILR??
