I used a solicitor family friend to get my 5 months olds child passport. Some members have reported that GP's do not usually want to give references. You can always use a professional referee from the list of acceptable referees that knows your child.
HO accepts GP references. However in my experience the GP's are reluctant in giving the references anymore unless you really know them personally. However the best option is to go for minister or religion which normally they do very easily.
