Hes got Italian residential card but hasn't got Italian passport.

In principle you should be able to as he is a settled worked.
However, the immigration rules only recognise a passport or UK residence card as valid evidence.
So there is a bit of confusion as to whether the Italian residence card would be acceptable.
To be safe, I would ask the employee to get a UK residence card by applying at
https://www.gov.uk/eea-registration-certificate/apply.
It is not clear if they accept applications there anymore (pending Brexit) but documentation that they don't would also help.
