Switching from Tier 4 (Genetal) Student Visa

Hello,

I am currently in UK for my Postgrad with Tier- 4 (General)Student visa. My visa will expire on January 2019. I could not apply for swiching to Tier- 2 because I am funded by Commonwealth and they will not give me an NOC. But I am looking to work and stay here. My husband is coming here on September 2018 as a Tier 4 student for his postgrad and I want to switch as his dependent. I have a few specific questions please-

1. When should I apply for my dependent visa (my visa expires on January 2019)? Is it possible to apply from UK?
2. Will I be able to do a profeassional full time job under this category?
3. After passing one year in UK when I will have no liability with Commonwealth can I switch to Tier 2 ( General) from inside UK?
4. Will my prospective employer need to do Resident Labor Market Survey to hire me then?

The conditions of a Commonwealth Scholarship normally include singing an undertaking to return to your home country after your studies. This is not an immigration matter, but is probably a good idea to check whether there will be any penalty or expected repayment if you do not return.
