Any body knows which council is still doing paper base application along with passport application?

I believe the question is which councils are still accepting Paper Form and as well as they can apply for the Passport application at the same time. so NCS + JCAP as most councils in London have stopped accepting Passport application with Paper form.

Yes I understand. But if OP is in Scotland and only one in Cornwall is doing it, that isn't really feasible.

I m in south of england.
Checked every council near me but can t find JCAP seevice.
Cornwall council is not in the list of UKVI any more

If you don't mind me asking: why do you need to use the paper form rather than the online application?

If it is because your referees have already filled in their pages: our council let us use the referee pages from the paper form at the NDRS appointment for an online application.

I spoke with the council and they are saying the same what you have said.thank you.
Another important think she said

UKVI stopped all councils for NSC with JCAP application from 6 th of April.So no council is allowed to accept passport application at the time of NCS

I believe 6th of April was the last day, as i searched quite a lot councils and many of them mentioned that they have stopped it from 6th of April and few stopped on 30th of January.
