That is the same thing. The CAS will confirm what are the required fees for the first year, whatever the length of the course.

I advise you do not dabble in advising your sister on her Tier 4 application. Best to refer her to her Tier 4 sponsor university, who can advise on any aspects of her application she is not clear about. You can also refer her to the information provided by UKCISA:

Noo noo god forbide my tier1 enterepreneur never got refused. Though ur right i have applied for tier1 E extension already . But this tier4 is for my little sister. Sorry for the confusion. thanks alot for your help. I am just asking these things as her university has not been finalised and long time back they guided her wrong. thats why?
She has misunderstood what the 8-year cap is for.
