That is not absolutely clear, but I think you can. At least there have been many cases in this forum where a pending extension application was successfully varied to ILR. Its a bit strange and not realistic that your client made such a big over payment and then it took you so many months to return?We do not find this response credible, as your business bank statements show a total of £21.406.80 being transferred to XYZ Ltd between September 2016 and November 2017. We would therefore not expect you client to over pay you by such a significant amount.
Of course, you have the option to pursue this in a JR.
