Spouse Visa - Appeal Won - No Visa Issued after 5 months

I'm currently married to an overseas citizen who inspite of having an appeal heard and upheld in November 2007 has still not been issued with her settlement visa.

Does anybody know what powers the tribunal have to force a High Commission overseas to actually issue the visa that they approved?

Is there a statute of limitations that means the HC can contest the appeal for a limited time, after which they have to comply?

The high commission in question has been completely silent on the matter and only with recent prodding have they said that the issue has been 'deferred' whilst they make further enquiries and that they cannot tell me how long it will take.
