Private Life 10 years route.ILR.& Student visa.

Its very help full forum for the peoples who need guidance and assurance.
I am here for the same reasons if seniors can help.
My son came in the UK in September 1999 as a student.His time line is as under,
Arrived 09/1999.
Visa upto 09/2000.
Applied LR (student) 09/2000.
LR refused on 02/2001.
Appeal allowed 07/2004.
Granted LR upto 11/2004.
Applied as dependant 11/2004.
of his father who came
as work permit holder.
Refused 12/2004.
Appeal refused 05/2006.
Applied LR (student) 08/2006. (3 months
over stay).
LR refused 07/2008.
Appeal allowed 09/2008.
Granted LR on 01/2010 to 09/2010.
Post study visa upto 09/2012.
Applied LR outside rules 09/2012.
Refused 10/2013.
Appeal allowed (276ADE). 07/2014.
Got LR on 08/2014 to 02/2017. (Private
life).
Got LR 01/2017 to 04/2020. (Private
life).

Sorry for lengthy details,my question if he can apply for ILR as he has completed more then 12 years after 08/2006 (when there was 3 months gap) or he has to complete another 10 years after he got his first private life 30 months 10 years route LR as I checked with several lawyers but they give different opinions?
Any help/guidance is appreciated.
