Presently I am on IGS from Jan08.
1)I had a query regarding Earnings prior to Full time education. I understand that earnings prior to full time studies can be counted. In my case I was doing a full time computer course from a private institute for 5 months in India before commencing my Masters in UK and the institute in India is not registered. Going by the case worker guidelines for HSMP, caseworker does nt have to verify whether educational institute is registered or not. Will that be the same case now in PBS. I can definitely furnish a letter from the computer institute stating that it was a full time course.
2) Secondly I switched from a student visa to IGS in Jan08 and have been unable to get a job and want to switch to HSMP. In this case my earnings for 12 months prior to full time education will be counted or these 4 months in UK will also be accounted for as well. So would it be
8 months of India prior to education + 4 months of UK
OR
12 months of India
OR
10 months of India prior to education + 2 month in UK Jan08( any 12 months of the 15 months)
All views would be much appreciated

If you are in UK, you can no longer apply for HSMP. But yes, you can apply for Tier 1 scheme.
Please go through the Tier 1 guidance which can be found here

Information relating to students - para 74-79

As per para 77 of the guidance notes - "Where an applicant can establish that they have undertaken more than one course of full-time study, with less than 12 months separating each course, a period of 12 of the 15 months directly prior to the commencement of their first course of full-time studies will be considered".
IMHO, the only option available to you is to take the 15 month period before you started the full-time computer course in India as your earning period. Choose any consecutive 12 months within that 15 month window and provide evidence to support your earnings in those 12 months.
Please note that you will need to provide a letter from the institution in India as well as a letter from your institution in UK. Read para 79 which ends with "Where an applicant wishes to have more than one course of full-time study taken into account, they must supply an original letter for each separate period of study claimed".
Hope this helps.

Sorry, but don't have a clue on this one.
All I can suggest is that if this course was accredited by any university / technical body (e.g.-AICTE or Computer Society of India) etc., then ask the institution to mention that specifically in the letter.
If you are not claiming points for qualifications based on this course, why would BIA be worried whether the course is recognized or not. But as I said, I have no clue on this.
