ILR on 10 years route while application is in process

My friend's application is currently under process for Tier 1 Entrepreneur extension. He has been interviewed by the HO about 5 months ago regarding his investment etc. it has been over a year since he applied for the extension but his 10 years period completes next month.

How should he go about applying for ILR on the Long residence route?
what documents will be required?
Can he apply for ILR while other application's decision is pending?

Please suggest.

yes he can apply for ilr (10 year) while his application is under process. he needs to do life in uk test and then vary his application by post.

He would send a new SET (LR) application and make it clear in cover letter that it is a variation of the existing application

Officially no, they would turn him away.

He can apply for variation by post, then ask for an upgrade to premium once he has the reference number.

There have been cases where it has been accepted even directly, but I have seen couple of posts by @zimba that they are turning away such cases now.
