Spouse Visa - Recent changes in Immigration Law

I was wondering if anyone here would help me. I am married to an Albanian citizen who was administratively removed from the UK in 2003. He applied for a visa in December of last year and was refused. There have been some recent changes in the Immigration Laws and now it appears that he cannot reapply for a visa for 10 years since he was removed, i.e 2013 - am I correct in thinking he cannot reapply for 10 years since he was removed? Any answers would be apprieciated, thank you.

sorry to read about your problems
the 10 year ban start from the date he was removed an immigration adviser explained this to me , so if he was removed in 2003 he will be able to re apply in 2013, in 5 years
