Language requirement for Tier 2 general visa

Made an application for tier 2 entry visa based on COS to work as doctor in hospital.
Says in the rules of UKBA can get 10 points for English language if had previous TIER 4 visa with the CAS LETTER issued after 2011.
My previous CAS Letter issued on March 2014, I included in application also included the ILETS certificate used to apply for that Tier 4 visa.

Got refusal because of language requirements, will find below copy of my refusal notice:

You have claimed 10 points under paragraph 1 to 15 of Appendix B of the Immigration Rules
 You have submitted a certificate numbered 11EG300560ELTM001A (from 2012) stating that you have passed the IELTS General Training test at the required level.
 Paragraph 10 of Appendix B of the Immigration Rules specifies that points will only be awarded for passing an English language test if the applicant has the relevant level of English language and provides the specified documents from an English language test provider approved by the Secretary of State for these purposes, as listed in Appendix O, for a test taken at a test centre approved by the Secretary of State as a Secure English Language Test centre.
 Appendix O of the Immigration Rules further specifies that scores will be verified using the IELTS SELT Consortium online system using a unique reference number which should be stated on the application form.
 The certificate you have provided does not contain a UKVI unique reference number and no trace of this result can be found on the IELTS SELT Consortium online system using any of the other information contained on this certificate.
 I am therefore not satisfied that you have passed an English language test from a provider approved by the Secretary of State for these purposes, as listed in Appendix O, at a test centre approved by the Secretary of State as a Secure English Language Test centre.
You have therefore not demonstrated that you score 10 points under paragraph 1 to 15 of Appendix B of the Immigration Rules and I therefore refuse your application under paragraph 245DB(c) of the Immigration Rules.

I applied for administrative review, do you think will have that mistake corrected or should I request new COS and reapply for entry visa

Please let me know as so confused

ILTES is only valid for 2 years first of all. Home Office has also changed rules about ILTES since 2014 I think. In terms of Tier 4 they meant if you have completed a UK degree previously. I don't think admin review will be successful but hey ho
