You would have to apply for entry clearance for either (from your home country). There is always the possibility you will be refused for trying to frustrate the immigration rules or illegal working, if that is the case. For a Tier 2 you would need to be sponsored by an employer for graduate level work and meet loads of various requirements, including income. For a Tier 4, you would need acceptance to a reputable college/ university and pay the fees for attending. A Tier 4 does not lead to settlement.
What is your basis for stay? Just because you have a British brother it is not enough. Do you have a partner? Children?
