I contacted UKVI by phone and received email today

Dear XXXXXXXX,
Thank you for contacting UKVI Contact Centre.
Please be advised that a package has been despatched.
Reference number of the Recorded Delivery package: XXXXXXXXX
To check the status of the delivery please refer to Royal Mail website using the following link:
https://www.royalmail.com/track-your-item

Does this mean refusal letter coming?

No it doesn't mean it is refused. It could mean an approval.

It is a generic message.

I was going through some old posts and came across a post in which same wording was used and the person received refusal letter next day.

Also, Home office send BRP by DX courier but the reference number provided in email is royal mail one.
