Quick decision on UK visit visa

Hello,
My partner applied for a 6 month visit visa in Izmir on the 10 September and he has already received an email saying that the decision has been made and his passport is being returned. We have previously applied before and this was rejected but this took much longer. Does such a quick decision mean a refusal again? We was told to expect 10-15 working days so now we are really worried!
I have read in previous posts that if you get an email quoting your reference it’s generally good news is this the case?

It means neither. It simply means it has been concluded and you will be notified to collect your passport. Nothing more than that.

You will only know the outcome once you have the documents back.

Thank you, I expected that to be the response to be honest. I’m just surprised it has been decided so quickly
