Hi
My uncle is Indian national and currently living in India.He visited UK in 2010 and during his visit he suffered with stroke attack and was hospitalise in UK.After his treatment he has left.NHS sent a letter asking for charges because he was not entitled for treatment due to his immigration status.He owes around £6000
In October 2011 the Home Office amended the Immigration Rules to allow immigration applications to be refused where the NHS had notified the Secretary of State of an outstanding debt of £1,000 or more. In early 2017, this figure was reduced to £500, hot on the heels of the Immigration Health Surcharge and a drive for greater financial recovery from overseas visitors using the NHS.
He now wants to apply for visit visa but there is chances he will get refused due to his medical treatment.
Does he needs to clear outstanding balance to make new visit visa application?
do any one know any contact number for NHS specific dealing with this sort of issues (he don't has any letters which NHS sent him)
Please advice

It is unclear. Did the NHS send him a letter or not?

Yes. He is expected to, especially as it seems he was informed that he owes a specific amount of money. Did he have travel insurance when he visited? He could have claimed on the travel insurance.

also will he need to pay full outstanding amount or there is any specific amount which can be paid to settle this debt

He has been sent a bill and therefore has to pay it.
Are you expecting some sort of discount?
They should be charging interest on the outstanding amount.
If he is fortunate enough to ever get another visa, make sure he has health insurance

Your Uncle should ask the NHS if they will agree to accept payments in installments.
(Casa, not CR001)

you are lucky he was treated.
if in home country they would of left you in the corridor without full payment and on top you ask whether to pay lol
