Message from HMPassport - Please help! URGENT

Applied for my British passport after naturalisation on October 23, 2018 Tuesday and used Special Delivery and Send & Check service at the Post Office.

Have received a message today - October 26, 2018 - from HMP Passport saying - “We’ll contact you by 16/11 if more info or an interview is required. Do not book travel until your received is received.”

Does this mean that they have started processing my passport application? Or does it mean that they have made the decision already? Please help.

Hi,
I applied back in September for a UK passport following my Citizenship Certificate receipt and had a similar message. HMPO did not contact me for any further information and the next message was to say the courier would be delivering the passport in the next few days.
