I had applied in the beginning of August, and received this letter after a little less than 3 months.
Also, I had received a response to my email on 22nd October that my application is with the caseworker after I had inquired about it..

All applications are dealt with in application receipt date order. As you application was received on 12th September 18, It will take a while longer for your application to be considered."
i have seen cases after my date been dealt before, but i reckon they were mostly NCS... seen a trend where NCS cases are being dealt faster compared to NDRS. or maybe i am wrong .. and every case is different too..

Well, it is not about specifically Pakistani granted or not granted something, it is about different checks they run on different nationalities. Some checks clearly take longer.
It is a coincidence. I applied on the 9th of August (EEA citizen) and have heard nothing. When you apply using NCS or NDRS you are given with a tracking number, if I am not mistaken. So, you can check on DX site that when your application was received by HO.hamzababy wrote: ↑Fri Oct 26, 2018 5:15 pmInteresting Reply :-

although my online application date was 12/09 , ndrs 19/09 .. today in email they said recieved 28/09 , in emails before they said as your application was recieved on 12/09 as will be a while longer ...
guess the person either copy pasted some earlier response or actually said that they recieved docs from council on 28th and hence thats the date from where my application is put in queue
Was just given a receipt with handwritten details no tracking number. but i guess i just got a wrong reply from HO about 28th sept , instead of them saying 12th September like they were saying in earlier emails. i doubt council would want to send an application they charge £50+ for , via 2nd class post but never know with them lol ..

because my passport fee got deducted after 2 weeks (03/10) of appointment (19/09) like everyone else.
and who knows , what is date receipt order for HO , the day we make online application or the day they get postal application directly or through ndrs.
looking at last two updates in september timeline , this coming week looks promising
