Resident card for national of Taiwan

Hi, I want to ask about a friend. He is EU citizen married recently to a girl from Taiwan .
We know that normally the non-EU citizen will need to get Family permit visa and come here to the UK and get a residence card.
In their case, she came here with him together and they let her on the UK with leave to enter for 6 months but advised her to go back to Taiwan and get a Family Permit.
Can she just apply and get residence card now without going back to Taiwan. If she applies for residence Card and provides all the documents will she get the card?

Yes. The Family Permit is the EEA equivalent of an entry visa. If she is already in the UK legally, she can apply directly for the Residence Card.

If she is married to a qualified non-UK EEA national, her right to reside in the UK stems from the marriage and not the possession of a Home Office document. However, she will find it hard to carry out day-to-day activities that require proof of being in the country legally, such as operating bank accounts, etc. So, she should apply for the Residence Card asap.
