When assigning RCOS, should the person be in their home country

I am a tier 2 dependent.I got a job and At the time of assigning RCOS, can I be in uk itself or go back to my home country for tier 2 main applicantion. I know for visa application need to go to home country but somewhere heard that even when assigning RCOS need to go to home country. Is it true?

The address on cos needs to be of home country and later you have to go back to country of origin to make the application

Not necessarily. You can be anywhere in world even in uk. Only you have to apply from home country. Address should be where you are living currently. It could be uk , home country or anywhere else.
