Settlement Visa

Hello to all, today has been a erally bad day for me.
I am a canadian citizen who studied in the Uk for 4 years(Student Visa). Met my wife there and came down to dubai to get married and meet the family and stay for 1 year and go back to UK to settle since my wife has her indefenate leave to remain.
I called the Uk Immigration&VISA in Dubai and asked that if it is possible to get a settlement visa to the Uk, I was told yes she can bring the bank statement and all other papers and she can do it for you even if she is working here in Dubai.
I did all that and paid the fee ( 600 GBP) Non refundable and got the answer yesterday that my application for Entry Clearence has been Rejected because i had to be married for more than 4 years outside the UK.
I want to know, does it mean i cant go to the UK now as a tourist?
My wife got a job which she will start in Uk by August, does it mean i cant be with her until i get the settlement visa, like i cant go ther as a student or as a tourist and change my visa there?
They told me that i can appeal, but appeal against the the decision that was made by the officer? he is right i cant apply from here since we were married for less than 4 years, Please some one help, i really appreciate it

What did you apply for? A settlement visa or ILE (indefinite leave to enter)? When was this? How long have you and your wife been living in Dubai?

Your rejection shouldn't have any bearing on you entering as a tourist, since you are also a visa waiver national. However, you cannot apply for a settlement visa as a tourist - you would have to apply from Canada.

Sorry to hear that mate. Did you apply for Indefinite Leave to Remain(ILR) in UK or Settlement Visa.
By the way, I have spoken to offcials in the British Embassy, Croatia, and they have told me that I could apply for settlement visa while both, me( the sponsor) and wife, are not in UK. I have savings in UK bank account(2000GBP)and in Croatian bank account more than 10000€. Most probably I (the sponsor)will get a job offer very soon and Tennacy Agreement. However, having gone through the Guidance about Sposes and Wifes section about Present and Settled make me thinka gain whether I should appy or not.
Can anyone explain Present and Setlled a bit in plain please
