UK Tier 4 Vignette Visa Expired (New one process)

Hello Admins/Fellow answer-seekers,

I had a UK Tier 4 vignette visa valid for 30 days to go back to the UK and resume my studies after my old visa expired. I could 'nt make it to the UK within those 30 days due to personal issues and now I want to renew the Vignette visa by the "Transfer of Conditions" option.
My doubts are:
1. Can I do so in my case( The gov site seems to imply that I can only do so if I have lost my passport)
2. If I can apply, is there an estimate of how long the application wiill take? I will need to inform my university
