Can I apply tier 4 dependent on initial one month visa

My partner has initial tier 4 visa for one month but has yet to travel to U.K. Can I apply for tier 4 dependent visa now or would have to wait till my partner travels to U.K. and collects BRP? I couldn’t find any information on this.
Any help on this?

It seems odd that you didn't apply at the same as the Tier 4 migrant, but now that they have their visa you can apply whenever you like.

I thought main applicant and dependents need to apply from home country if it’s part of the same application. Since I was not there I couldn’t submit my application and will do once I’m back.

They do. You did not say anything about you and your spouse being in a different countries. I logically assumed you were both in the same country, somewhere outside the UK.

Anyway, now he has the visa, you can apply wherever you live, including the UK if that's where you are now.
