paid review - Reference letter to be signed by same officer

hi,

I have received a rejection recently. I got only 60 points. They gave me only 25 points instead of 35 points for work experience. They said in the rejection letter that my they did not consider my position as senior level.
I am plannaing for paid review. I have not shown in the reference letter that I am managing people.

Should the new reference letter and organisation chart should be signed by the same official who has signed earlier. Should I get it signed by the Director of the company? Previus reference letter and org. chart was signed by General Manager.

Plea............se help. Please post your views. I am submiting my application within a couple of days time.
