You do have to be careful with the target figures, although the figures you quote are extremely healthy. I know many applicants in Asia who paid priority and had to wait 60 days anyhow.
The thing with priority is it has no guarantees or refunds for slow processing. On top of that, you have been refused twice before and you quote being told officially to refrain from using priority.
On balance - not least with those processing time figures - I would not send priority.

It makes sense to scrutinise disabled applicants to be honest to make sure it is a genuine relationship and not one to use just to benefit for the sake of emigration.
I wouldn't worry, if you meet the requirements then they cant deny you a visa.
