EEA UK residence card

will above apply to me.

Non-EEA living with EEA partner jan 2014 (proof tenancy agreement & COA proof when applied for EEA Residence Permit)
Got married in feb 2015
issued EEA Residence permit in aug 2015

EEA partner applying permanent RC in Oct 2018 after 5 yrs living in UK

Non EEA can apply Permanent RC as per 5 years

will it Feb 2019 (based on living)
or Mar 2020(based on marriage)
or Sept 2020(based on residence card) ?

I will go with '' Sept 2020(based on residence card)'' - I have heard testimonies from those applied based on years of marriage or living together and got told to wait until 5yrs granted resident card finished or about to finish to qualify for PR.

but home office website clearly states as


You’re eligible if both of the following apply:

you’ve lived with your EEA family member in the UK for a continuous 5 year period
your EEA family member has been a ‘qualified person’ throughout the 5 years or has a permanent right of residence

i am eligible on both scenarios

It also says that as an extended family member, which is what you would have been before marriage, you would count that time IF you held a EFM RC, which appears you did not. You do not state what your immigration status was in January 2014.
You can also get permanent residence if you’ve lived in the UK for a continuous period of 5 years:

as the extended family member of an EEA national and you’ve held a valid EEA family permit and a residence card throughout

cant i apply for permanent Residence after feb 2020. as i been living in uk before and after marriage(feb 2015).
