I recently got a ticket in Canada for a by-law offence, which they call a "conviction" for some reason, even though it's not a criminal offence and does not go on one's criminal record. The person is required to pay a fine and if they don't, they can take the matter to a credit agency. The offence is what would generally be understood as a penalty fare in the UK for failure to present valid proof of payment upon exiting a subway station.
My question is whether in my Tier 4 Application (Convictions and other penalties) - "Have you ever had any of the following", I should select the option "a caution, warning, reprimand or other penalty". Would the by-law offence be classified as "other penalty"? Has anyone had experience with this?
